I am still not scheduling a specific date for most meetings. Meetings will be held shortly after the commentary cutoff date. I may hold the June meeting at June Coronet if there is enough interest. The long awaited new Rules for Submission (now called the "Standards for Evaluation") have been approved and will be phased in over the next couple of months. Please read the information from Palimpsest Herald below. As per Palimpsest's direction, decisions on this Internal Letter will take into consideration both sets of rules, new and old, as any submission on this letter that qualifies under either one of these rule sets can be registered. There are a number of changes that will allow items to be registered that couldn't be previously, and a few that will (after the transition period) disallow registration of items that would currently pass. I find the new rules clearer to understand and the appendices provide a lot of valuable information, but it will be a bit of a challenge while we make the transition. I know that it will take time for everyone to grasp all of the changes and I encourage commenters to discuss how a new rule may apply to a particular submission, which will help all of us learn.

The Laurel office is pleased to announce that the draft Rules for Submissions, with a slight naming change, have been approved by the Board of Directors. At the Board's request, they will be renamed to "Standards for Evaluation" to accurately reflect their purpose and nature.

We will be updating the Laurel website shortly, but the final draft and the two introductory materials (the "Checklist for Submissions" and the "Summary of Changes") can be viewed at: http://heraldry.sca.org/laurel/regs.html

To answer the question we expect everyone will have:

Starting with the May, 2012 Laurel decision meetings, we will enter a six month transition period. Items appearing on Letters of Intent scheduled for decision between May 2012 and October 2012 will be accepted if they are registerable (that is, they meet the style, conflict, presumption, and offense requirements) of the old rules or the new standards. During this period, an item will not be registered if it partially meets the standards for each set of rules (for example, it has a conflict under the old rules and a style problem under the new rules). An item must be completely legal under one set of rules or the other. Starting with the November 2012 meeting, items will be considered only under the new standards. Any Letters of Intent originally scheduled to be considered in October or before will be considered under the rules in force for that meeting, even if they have to be rescheduled because of issues with payment or paperwork. Any items (even entire letters) which are returned for administrative reasons will not be given that consideration.

We want to thank the many people, heralds and others, who have contributed to these rules since we started this project over two and a half years ago. This project could not have happened without the time and energy of many members of the College of Arms. We particularly want to thank Olwynn, Elisabeth, and Gabriel who oversaw this work as Laurel, and the many heralds who helped hash out ideas for, develop, and proofread drafts. I can't believe there are only 5 months left of my term [Red Flame]: now down to one month] but time flies when one is having an awesome time and once again I am having to learn to spell my last name or find another Heraldic title <grin>. I will be stepping down at June Coronet 2012. Thus, we are putting out a call for applications for the Silver Yale Herald of Tir Righ. Applications will be accepted until May 15th, 2012. The successful applicant will be announced May 30th.

The term of Office is 2 years, beginning June 2012.

Applicants are not expected to know anything and everything about Heraldry. Basic requirements for the position are:

· Good organizational and administrative skills.

· Excellent interpersonal skills.

· A general understanding of the Administrative Handbook.

· An expectation to attend both Coronet Tourneys and Investiture events per year.

· Requirement to report quarterly to the Black Lion Herald of An Tir.

I would encourage anyone interested to contact me for further info. As stated above, you are not expected to know everything. We have a live document that encompasses the duties and procedures of each Herald within our College at your disposal. This has been a very rewarding position for me personally, we have an amazing group of people who feel more like a family than a College. Good luck to all applicants!

1: Swanhaven, Canton of - New Branch Name

• No changes.

SWAN: Ekwall, 4th edition, pg 455, sub 'Swanley' dates the spelling 'Swanleg' to 1203.

HAVEN: Edwell, 4th edition, pg 274, sub 'Keyhaven' dates the spelling 'Kyhaven' to 1228.

A Name Submission Petition was included:

A Letter of Support from the sponsoring barony dated May 1, 2012 was also provided:

We, the Barony of Seagirt, support the new branch application for an incipient Canton on Saltspring Island, which lies within the Barony of Seagirt's claimed territory. The proposed name of the incipient Canton is Swanhaven.

It is signed by the Seneschal, Baron and Baroness of Seagirt.

Note from Red Flame Herald: Precedent indicates that the incipient status should not be reflected in the registration of the name.

1: Swanhaven, Canton of - New Device

Per fess engrailed sable and azure semy of mullets of four points argent, within a laurel wreath Or a swan naiant wings elevated issuant from the line of division, and in canton a compass star argent.

The device submission was accompanied by a Device Submission Petition:

(Fieldless) A swan naiant wings elevated argent gorged of a laurel wreath Or, in chief a compass star argent.

A Badge Submission Petition was included:

3: William of the Battered Helm - Resub Appeal of Laurel Return of Device

Sable, on a chevron argent between two ram's heads respectant and a ram's horn Or, three hoof prints sable.

The submitter's name was registered in November of 1991 (via An Tir).

This submission was most recently returned on the November 2011 LoAR with the following comments:

This device conflicts with the device of Westan Locke, Sable, on a chevron argent between three keys palewise wards to base Or, three crows close contourny sable, and with the device of Ulrich Schwarzwolf, Sable, on a chevron argent a double-bitted axe between two wolves combatant sable. In both cases, there is one CD for the change/addition of secondary charges, but as William's device has more than two types of charge on the field, it does not qualify for section X.4.j.ii of the Rules for Submission, and so there is not a CD for the change in type only to the tertiary charges.

It should be noted that under the proposed new rules, this device would not be in conflict.

There is a step from period practice for the use of hoof prints.

Please advise the submitter that upon resubmission, the ram's horn would be more identifiable if it were not completely closed.

It was noted on the form that:

Consulting Herald was advised by the present Laurel King of Arms to resubmit appeal upon the BoD's acceptance of the New Rules for Submission, now called the "Standards for Evaluation".

Note from Red Flame Herald: This submission only needs to be checked using the new rules as it is known to conflict under the old rules.
